Creative Industries for Poverty Alleviation in Kalahi Cidds Towns
Teodolo Romo, director of the Department of Social Welfare and Development (DSWD) for Region 7, presided over a consultation-meeting on the proposed Kalahi Creative Industries Development Project (KCIDP) in Ubay, Bohol last November 7 at the municipal conference room.
The meeting was attended by representatives from the six municipalities proposed to be covered by the project, namely: Carmen, Mabini, Pilar, Ubay, Trinidad and San Miguel.
The Bohol Local Development Foundation (BLDF) and Teatro Bolanon have submitted the proposed project to pilot approaches so that livelihood assistance could focus on local skills, crafts, historical landmarks and other creative industries as part of poverty reduction efforts by the Government and local communities.
KCIDP is proposed to be part of KALAHI-CIDDS, the flagship program on poverty reduction funded by the World Bank and implemented by DSWD in the poorest provinces in the country. Kalahi-CIDDS is implemented in 12 poorest municipalities in Bohol.
Aside from Dir. Romo, inputs during the consultation meeting were provided by: Dr. Nestor M. Pestelos, BLDF President; Gardy Labad, head of Teatro Bolanon; Tony Irving, BLDF IT Consultant; Arnold Seloterio, BLDF Database Administrator.
Dr. Samuel Gulayan, BLDF Executive Director, and Rodrigo Ocarol, BLDF IT Specialist, conducted dialogues with Mayor Eutiquio M.Bernales and the other representatives to thresh out details of issues discussed during the orientation.
Under proposed KCIDP, BLDF and Teatro Bol-anon hopes to work in cooperation with the following agencies: LGUs and NGOs of the six (6) participating KALAHI municipalities, Department of Social Welfare and Development, Center for Culture and Arts Development (CCAD), Bohol Arts and Cultural Heritage Council (BACH Council), Diocesan Commission for Cultural Patrimony of the Church, Bohol Tourism Office (BTO), Department of Education Bohol Division, Department of Trade and Industry, Holy Name University Office for Cultural Affairs and Development and DIWANAG Dance Theatre, Bohol Federation of Travel and Tour Operators (BOFETTO), Bohol Island Tour Guides Association of the Philippines (BITGAP).
In the national front, cultural expert institutions like the Philippine Educational Theater Association (PETA), the National Commission for Culture and the Arts (NCCA) and the the Cultural Center of the Philippines (CCP) will be requested to participate in the endeavor. Dr. Pestelos and Mr. Labad will meet with Director Romo on Nov. 27 in Cebu to plan the next steps based on recommendations of the six municipal Local Government Units (LGUs).
